Nigeria's eNaira CBDC Struggles With Low Adoption as Citizens Prefer USDT and Bitcoin

Nigeria's central bank digital currency, the eNaira, has achieved just 0.5% usage among the adult population despite launching in October 2021, making it one of the world's most visible CBDC failures in terms of adoption. Approximately 13 million wallets have been created, but active usage remains below 2% of accounts. Meanwhile, Nigeria ranks among the top five countries globally for cryptocurrency adoption (Chainalysis), with an estimated 33 million Nigerians using crypto.

Why Nigerians Choose Crypto Over CBDC

The preference for decentralised cryptocurrencies over the government-issued eNaira reflects deep distrust of state financial management. The naira lost over 70% of its value against the dollar between 2023 and 2025, following President Tinubu's decision to unify exchange rates and remove fuel subsidies. Inflation exceeded 30% in 2025.

USDT (Tether) has become a de facto parallel currency in Nigeria, used for international trade, remittances, and as a savings vehicle. Peer-to-peer platforms and local exchanges facilitate naira-to-USDT trading at volumes that rival some traditional financial services. Binance, before its regulatory issues in Nigeria, was one of the country's most-used financial platforms.

The Broader CBDC Landscape

Nigeria's experience is not unique. China's digital yuan has achieved broader adoption but remains a tiny fraction of total payments. The Bahamas' Sand Dollar, Jamaica's JAM-DEX, and the Eastern Caribbean's DCash have all struggled with adoption. The European Central Bank's digital euro project continues development, with a launch expected no earlier than 2028.

Critics argue that CBDCs solve a problem that doesn't exist in countries with functional digital payment systems, and that their surveillance capabilities raise privacy concerns. Proponents counter that CBDCs can improve financial inclusion and reduce remittance costs.
